The Financing of Education : An Economic Issue ?

Building on previous contributions on the same topic, this article gives a brief overview of the financial situation of Education in the different regions of the world then focuses on the shortcomings of the traditional treatment of financing issues by economist among them the quasi absence of equity consideration. It ends by discussing the main issues as they can be seen today : extent of the "right to education", demand side approach to education financing, choice between various types of subsides to students.
Child mortality and fertility: public vs private education

How does the effect of child mortality reductions on fertility and education vary across educational systems? To answer this question, we develop an overlapping-generations model where altruistic parents care about both the number and human capital of their surviving children. We find that, under a private education system, if income is low initially, the economy converges to a Malthusian stagnation steady state. For a high level of initial income, the economy reaches a growth path in which children’s education rises and fertility decreases with income. The activity was applied within the World Economy subject in the degree of Business Administration. The main aim of this teaching proposal is to discuss some current issues and events in the international economic context which likely are not addressed in the syllabus. Through an online forum both teacher and pupils posted comments about some relevant topics related with the subject content. Throughout the world, the finance of education is in serious crisis. The crisis of educational finance is not limited to the problem of meeting the obligations of societies to provide some minimum amount of compulsory education for their students. This minimum does not assure the preparation of an appropriately trained labour force in a world that is increasingly technicological and in which a competitive economy requires the remplacement of traditional production processes with others based on sophisticated labour and capital. The rapid growth of post-compulsory systems of education is no longer a luxury, but a necessity for industrialization and economic development.

After a brief comparative survey, we address the issue of the commodification of higher education in order to determine whether the latter evolution has been acknowledged, encouraged or opposed by governments. Changing returns to education in Spain during the 1980s

We present evidence on returns to education for Spanish employees during the 1980s, a period of remarkable structural transformations. The results show a declining payoff to education between 1981 and 1991 for lower and intermediate educational levels, whereas higher education does not show a reduction in its return. At the same time, earnings inequality by gender declined noticeably as educational attainment expanded. [JEL I21, J31]
The evolution of returns to education in Spain 1980-1991

Furthermore we decompose the over-all average earnings differential over time to verify to what extent the magnitude of changes is due to variations in the characteristics of the working population during the 1980-1991 period, and how much of that differential is explained by differences in the pay structure.
The Strategy Used by High-Performing Asian Economies in Education : Some Lessons for Developing Countries

International audience; The paper examines the main features of the educational policies followed over the last three decades by high-performing Asian economies. The educational strategy is contrasted with that of the other countries located in the same region. The issues analyzed concern the emphasis placed on the different levels of schooling, the choices made in terms of quantity and quality of education, the schemes used to finance education at the different levels and the choice of school inputs toward efficiency and equity.
